He discusses sovereignty’s role as a fundamental idea of international relations. When the idea emerged around four hundred years ago, he says, it reduced conflict in the world, though it has not been a panacea. Haass reviews challenges to sovereignty and discusses the “responsibility to protect,” which conditions sovereignty on a state’s respect for certain obligations.
